A letter from a bank regulatory agency and other administrator that interprets the law for individual parties or issues. An interpretive letter is in effect once it is issued, but it is not binding. The 1989 ruling by the Federal Reserve to grant banks the right to underwrite corporate bonds is an example of an interpretive letter.
