taxpayer bill of rights (TABOR)

A concept introduced by US conservative and libertarian groups that calls for limiting the power of governments and internal revenue offices to create new taxes and enforce tax laws. TABOR legislation has been driven by taxpayer complaints and reports of IRS abuses of authority.
