A Certificate of Deposit (CD) with a duration of one year with an interest rate fixed to newly-issued Treasury Bills. The all savers certificate had a minimum deposit of $500 and was issued between October 1981 and December 1982. An incentive related to the certificate was that it was exempt from federal income taxes up to $2,000. It was created by the Economic Recovery Act of 1981.
